NOTE: A bill can fail at any point if it does not pass a majority vote. If a bill is vetoed, it can still become law if a "supermajority" (2/3) vote occurs.
In the 116th Congress (2019-2021), of 16,601 pieces of legislation that were introduced, only 2% of bills and 4% of resolutions were passed!
